Weber Avenue,Third Floor <br /> Stockton,California 95202-2708 <br /> SUBJECT: EROSION REPAIR OF CLOSURE CAP AT THE HARNEY LANE SANITARY <br /> LANDFILL <br /> Dear Mr.McClellon: <br /> Enclosed,please find the"Work Plan for the Repair of the Clay Barrier Layer"at the Harney Lane <br /> Landfill,under which the closure cap eroded in January 2006 will be restored. This Plan is submitted per <br /> your letter of April 26,2006. <br /> This Plan shows repair of the barrier layer using Geocomposite Clay Liner(GCL)that was approved for <br /> the of North County Recycling Center and Sanitary Landfill Module 4 base liner. The GCL was accepted <br /> as an engineered alternative to the one-foot thick base liner clay barrier(maximum permeability <br /> 10-7 cm/sec)as required by California Code of Regulations Title 27. Base liners are required to be ten <br /> times less permeable than closure cap barrier layers(maximum permeability of 10-6 cm/sec). In addition, <br /> the GCL will not crack due to desiccation nor erode as does natural clay.
