INTRODUCTION AUG 2 2OC16 <br /> ENVIRONIIENT hIEALTH <br /> 1.1 Purpose P1L:R.,11T/SERV10ES <br /> Corrective action financial assurance for a "reasonably foreseeable release" from <br /> a landfill is required under Sections 20380(b) and 22220-22222 of Title 27, <br /> California Code of Regulations. In order to satisfy this corrective action financial <br /> assurance requirement, the Discharger must estimate the cost of the corrective <br /> action taken to mitigate a "reasonably foreseeable release". This report <br /> documents the rationale, assumptions and results used in preparing the <br /> estimate. The approach used in developing the estimate is summarized below. <br /> 1 Assess the physical layout, geology, containment systems, environmental <br /> monitoring systems, and history of impacts to either groundwater or surface <br /> water. <br /> 2 Develop a hypothetical release scenario based on the data collection in Item <br /> 1. <br /> 3 Developed a hypothetical corrective action response to mitigate the impacts <br /> envisioned under the hypothetical release scenario. The extent and <br /> complexity of the corrective action response is proportional to the <br /> environment threat of the release and is consistent with the types and <br /> magnitude of corrective action commonly mandated by the Regional Water <br /> Quality Board at the time this document was prepared. <br /> 4 Costs are estimated for implementation of the corrective action based on the <br /> premise that the corrective action response will be designed and constructed <br /> by a third party. Costs presented in the estimate are typical for engineering <br /> and construction services rendered in the Northern Central Valley in 2006. <br /> 1.2 Description Site <br /> The Harney Lane Sanitary Landfill is located at 14750 East Harney Lane and is <br /> owned by San Joaquin County. The landfill is located on a 127-acre parcel of <br /> which 94 acres received refuse fill. The landfill is an unlined Class III Waste <br /> Management Unit that has not received waste since 1991. The Unit does not <br /> utilize a leachate recovery system.
