Brown Jr. <br />Governor <br />Staff conducted a site inspection of the Harney Lane Landfill on 17 June 2011. The inspection <br />was conducted for the purposes of making observations of the landfill cover following the wet <br />season. Several areas of interest were noted during this site inspection. The top deck of <br />Module 1 showed settlement of the waste mass, which the Discharger was repairing by <br />reestablishing the grade with additional soil. Several locations of settlement of Module 2 side <br />slopes were also observed by staff. However, the landfill cover showed no signs of failure, <br />erosion, channeling or other wet season related issues. The landfill cover was in good repair <br />with a robust vegetative cover. The County is utilizing sheep to graze the long grass cover. <br />Staff observations indicate the Discharger performs regular maintenance of the landfill cover <br />by monitoring settlement and reestablishing grade of the top deck. Side slope settlement does <br />not appear to be an issue since drainage is maintained and the vegetative cover is robust. <br />Other areas of concern were not observed during this site inspection. <br />Please call me at 916-464-4737 if you have any questions. <br />TODD A.
