G
t
1 TRAL VALLERREGIONAL
Date
DISCHARGER:
LOCATION & COUNTY:
CONTACT(S):
INSPECTION DATE:
INSPECTED BY:
ACCOMPANIED BY:
5 August 2011
San Joaquin County Department of Public Works
Harney Lane Landfill, San Joaquin County
Mike Carroll
17 June 2011
Todd Del Frate
OBSERVATIONS AND COMMENTS:
Harney Lane is a closed landfill located west of North County Landfill. The waste
management units were constructed by the trench and fill method. Settlement at Harney Lane
is the most obvious issue concerning the cover system. As shown in the photographs, the top
deck of WMU 1 was under repair for settlement; WMU 2 side slopes also showed long term
settlement of the waste mass. However, the landfill cover showed no signs of erosion,
channeling, or other wet season related issues. The vegetative cover was robust and the
County was utilizing sheep to graze the long cover grass. Several new groundwater
monitoring wells were inspected. Both were built with stove pipes and were under lock and
key.
SUMMARY:
Overall, the County continues to address long term settlement issues by maintaining the top
deck grade. Side slope settlement does not appear to be an issue since drainage is
maintained and vegetative cover is robust. Channeling or other erosion issues as a result of
the wet season was not evident during this site inspection and is not an area of concern at this
time. The County is utilizing sheep to control growth of the cover grasses.
Approved:
,TODD A. EL FRATE, P.G.
Erfgineering Geologist
CIWQS SID #4902639
