5.1.F Landfill Gas Collection <br /> 5.1.F.1 Description <br /> A LFG system was installed in 1996 as a corrective action against <br /> LFG migration and VOC impacts to groundwater. The LFG gas <br /> system includes LFG extraction wells and a flare station. The flare <br /> is operated in accordance with San Joaquin Valley Air Pollution <br /> Control District permit# N-3303-1-1. <br /> 5.1.F.2 Operation and Maintenance <br /> The LFG system is operated and maintained according to the <br /> systems operation and maintenance plan (Appendix C). <br /> 5.1.G Unsaturated Zone <br /> California Code of Regulations (CCR) Title 27 Section 21090(d)(4) requires <br /> sanitary landfills installed in accordance with this regulation to monitor the <br /> unsaturated zone (Vadose zone) under the liner for the percolation of <br /> leachate. Such monitoring is usually accomplished by the installation of <br /> Pan lysimeters under the liner when the landfill is first constructed. <br /> However, HLSL was constructed without a liner prior to this regulation; <br /> therefore, Vadose zone monitoring in accordance with CCR was not <br /> installed. <br /> As previously identified, two perimeter LFG migration monitoring wells are <br /> also monitored for Vadose zone VOCs. <br /> 5.2 SITE MONITORING AND MAINTENANCE <br /> 5.2.A Final Cover <br /> 5.2.A.1 Monitoring Method and Procedure <br /> SWD will visually inspect ect following items monthly.
