1.0 INTRODUCTION <br /> This postclosure emergency response plan for Harney Lane Sanitary Landfill (HLSL) is <br /> prepared in accordance with Title 27 Section 21130. Other Emergency situation may be added <br /> to this plan if necessary. <br /> Harney Lane Sanitary Landfill (HLSL) is a closed, unlined Class III landfill located at 14750 E <br /> Harney Lane in Lodi, California. The landfill covers approximately 127 acres of which 112 acres <br /> were used for waste. The remaining area is comprised of access roads, storm water retention <br /> ponds, setbacks for environmental monitoring, and firebreaks. Land within 1,000 feet of the <br /> facility is used for grazing and agriculture. <br /> In 1994, HLSL was certified closed in accordance with California Code of Regulations Title 14. <br /> A landfill gas (LFG) collection and control system was installed at the site in 1996 to control LFG <br /> migration and to protect groundwater from impact by landfill gas. Postclosure site use is open <br /> land with grazing by animals that will not threaten the environmental control systems, such as <br /> the landfill gas collection system. <br /> 2.0 EMERGENCY SITUATIONS <br /> 2.1 FIRES <br /> 2.1 A. BUILDING FIRES <br /> Structures were removed from site after closure; therefore, there are no potential for <br /> building fires at HLSL. <br /> 2.1 A. GRASS FIRES <br /> Grass fires are a potential risk due to dead surface vegetation during the dry season. <br /> Vegetation on the landfill cap and along the property boundary is mowed regularly by <br /> Solid Waste Division (SWD). Vegetation in the fare station is also weed wacked <br /> regularly as a safe housekeeping best management practice. <br /> 2.2 DRAINAGE <br /> Improper drainage could damage the closure cap. SWD staff will conduct monthly site <br /> inspections which includes drainage inspections to ensure drainage facilities are working <br /> properly.
