dikes, leaves, dams or liners; therefore, emergency response regarding drainage failures <br /> in the natural bodies of water has not been included in this plan. <br /> 2.3 FLOOD <br /> Although South Paddy creek runs along the southern edge of HLSL, the landfill does not <br /> lie in a major flood plain. If South Paddy Creek does reach its peak capacity flow, the <br /> detention basin constructed with the landfill closure project has been designed to store <br /> excess flow from the creek. <br /> 2.4 VANDALISM <br /> HLSL's property boundary is enclosed with a barbed wire fence with a main entrance <br /> gate on Harney Lane, reducing the potential for vandalism. Regular site inspections by <br /> SWD staff includes inspection for vandalism. If any damages are noticed to the existing <br /> facilities, SWD will make all necessary repairs. <br /> 2.5 EXPLOSIONS <br /> The potential for explosions is very small due to lack of enclosed spaces that could <br /> accumulate combustible gasses and lack of other combustible materials (such as <br /> gasoline storage thanks) that could pose an explosion hazard. <br /> 2.6 EARTHQUAKES <br /> HLSL is not considered to be in a high risk zone for earthquakes. It is not likely that an <br /> earthquake would be centered near the landfill. A strong earthquake could disturb the <br /> landfill closure cap, most probably on the landfill side slopes. Such damage will be <br /> repaired as soon as practical after such an event. <br /> 2.7 SEICHES AND TSUNAMIS <br /> Seiches and tsunamis are events that affect land near large bodies of water.
