1.0 OBJECTIVE <br /> The objective of this Gas Monitoring and Control Program Plan (GMCPP) is to comply with <br /> California Code of Regulations Title 27, §20921 for Gas Monitoring at the Harney Lane Sanitary <br /> Landfill (HLSL). <br /> 2.0 BACKGROUND <br /> Harney Lane Sanitary Landfill (HLSL) is a closed, unlined Class III landfill located at 14750 E <br /> Harney Lane in Lodi, California. The landfill covers approximately 127 acres, of which 112 acres <br /> were used for waste disposal. The landfill is comprised of into two fill areas: the "Primary Site" <br /> and the "Secondary Site" (Figure B-1). The remaining area includes access roads, storm water <br /> retention ponds, setbacks for environmental monitoring, and firebreaks. Land within 1,000 feet of <br /> the facility is used for grazing, agriculture and low-density housing. The approximate refuse <br /> depth is 54 feet below existing surrounding grade. <br /> The landfill was operated by the City of Lodi until 1975, when San Joaquin County Public Works <br /> Department Solid Waste Division (SWD) began operating the landfill. Ownership of the property <br /> was transferred to the County in 1987. <br /> In 1994, HLSL was certified closed in accordance with California Code of Regulations Title 14. <br /> 3.0 PERIMETER MONITORING NETWORK <br /> The perimeter monitoring network was installed within.the property boundary of HLSL concurrent <br /> with closure in 1994 (Figure B-1). This monitoring network complies with Title 27§ 20925, and <br /> has been accepted since installation. <br /> A LFG collection and control system was installed at the site in 1996 prevent off-site migration <br /> and to control groundwater impacts from landfill gas. <br /> A. PERIMETER MONITORING WELLS <br /> The perimeter monitoring well network consists of 12 perimeter monitoring wells <br /> (Figure B-1). These wells are HLSL's point of compliance for off-site migration of <br /> combustible gasses. <br /> All monitoring perimeter monitoring wells are triple probe (Figure B-2 and attachment). <br /> 1.
