SUEFACE EMISSIONS MONITORING PROTOCOL <br /> PURPOSE <br /> The purpose of surface emissions testing is to demonstrate compliance with San Joaquin <br /> Valley Air Pollution Control District (SJVACD) Rule 4642 Section 6.1.1.2 and Title 27 <br /> Section 21090 4A, San Joaquin County Public Works Department Solid Waste Division <br /> (SWD) will perform surface emissions testing over the closure cover at Harney Lane <br /> Sanitary Landfill (HLSL). <br /> TESTING FREQUENCY <br /> Surface emission tests will be conducted semi annually. If however, two consecutive <br /> tests show results of less than 1000 ppmv of combustible gas from the surface emission <br /> test, then SWD will test surface emissions on an annual basis unless an emissions <br /> reading of greater than 1000 ppmv of combustible gas is found. <br /> If emissions found, greater than 1000 ppmv, SWD then will resume surface emissions <br /> testing on a semi-annual basis. If two consecutive tests result in emissions recorded at <br /> levels greater than the 1000 ppmv, SWD then will prepare and implement an emission <br /> control plan and continue semi-annual monitoring. <br /> EMISSION TESTING INSTRUMENTS <br /> Instruments used to perform the landfill surface emission testing will be: <br /> • Century Organic Vapor Analyzer (OVA) Model 108 portable Flame Ionization <br /> Detector (FID). This instrument measures methane in air over a range of 1 to <br /> 10,000 ppmv.
