• Davis Instruments Weather Wizard III Anemometer with continuous data recorder
for meteorological conditions in accordance with SJVAPCD Rule 4642 Section
6.1.1.3.
MONITORING PROCEDURE
The surface emission monitoring procedure is as follows:
The OVA inlet will be moved around over the surface of the landfill within three inches in
a grid like parallel paths not more than 90 feet apart (Figure P-1). Cracks, holes and
other breaks in the closure cap surface will also be tested. Surface emissions readings
will be recorded every 30 seconds or when significantly different values are measured.
During surface emissions testing, weather conditions will be recorded in accordance with
Rule 4642 requirements on the test date.
TESTING RESULTS
SJVAPCD will be notified of each test thirty (30 s in advance. Test results will be
) days
submitted to SJVAPCD and local enforcement authorities within 60 days of completion of
testing.
MITIGATION MEASURES
Mitigation procedures will be implemented if emissions are detected above 1000 ppmv.
Mitigation implementation procedures may include placing clay, grout, or bentonite slurry
in apparent holes or cracks in the clay barrier, placing an additional clay barrier or soil
over the specified area, or increasing vacuum at landfill gas extraction wells in the vicinity
of the emissions to influence more landfill gas away from the surface.
Harney Lane Sanitary Landfill San Joaquin County
Surface Emissions Protocol P-2 Department Of Public Works
Solid Waste Division
