Evaluation of Impact to Groundwater by Off-Site Wastewater Treatment Ponds <br /> A review of the general chemical constituents indicates that the treatment ponds appear to act as <br /> a source of constituents in groundwater. CCR Title 27 Section 20415 (c) "Surface Water Monitoring Systems" <br /> paragraph (1) "General' requires that "The discharger shall establish a surface water monitoring <br /> system to monitor each surface water body that could be affected by a release from the Unit.". <br /> The physical configuration of the landfill, retention pond, and the "surface water" (drainage ditch <br /> south of the retention pond) makes reaching the drainage ditch by sheet flow from the landfill <br /> impossible. <br /> Storm Water <br /> There were no storm water discharges to the waters of the State during this reporting period. <br /> Such discharge requires the manual operation of the pumps in the retention basin to pump into <br /> the drainage ditch. <br /> Landfill Gas <br /> The Monitoring and Reporting program for the landfill requires semi-annual VOC testing by TO-15 <br /> analysis. Soil gas samples were collected on August 2, 2013, and is included in this second <br /> semester report.
