The Discharger <br />has recently completed construction of a Title 27 final cover under Cleanup and Abatement <br />Order No. R5-2006-0707. Currently, the Discharger is regulated under Waste Discharger <br />Requirements (WDRs) and Monitoring and Reporting Program (MRP) Order <br />No. R5-2007-0084 for post -closure maintenance and monitoring of a landfill. Submittal of the <br />SAP was a requirement of the WDRs. <br />Based on staff's review, the SAP was well organized and thorough. While staff concurs with <br />some portions of the SAP, other information is required before the SAP will be considered <br />complete. In order for the SAP to be considered complete, the following comments must be <br />addressed and incorporated into a revised SAP by 7 September 2007: <br />The Discharger has requested that EPA Method 6020 be substituted for 6010B for metals. <br />According to the procedure provided in the SAP's Appendix C, the analyte list does not <br />include the full metals analysis required in WDRs Order No. R5-2007-0084. In addition, the <br />WDRs require that certain metals be analyzed via specific test methods: arsenic (Method <br />7062), cadmium (Method 7131A), lead (Method 7421), mercury (Method 7470A), nickel <br />(Method 7521), selenium (Method 7742), and thallium (Method 7841). Therefore, staff <br />approves EPA Method 6020 for groundwater analyses of aluminum, antimony, barium, <br />beryllium, chromium, cobalt, copper, manganese, and zinc. All other required metal <br />analyses must be performed according the requirements of Table 5 in the WDRs. <br />2. The Regional Water Board staff concurs with the Discharger's request to add additional <br />analysis, including EPA Method 8082 for PCBs and EPA Method 8081A for pesticides. <br />3. The Regional Water Board staff concurs with the Discharger's proposal to sample and <br />analyze the Constituents of Concern (see Table V of the WDRs), PCBs (Method 8082), <br />and Pesticides (Method 8081A) each quarter for the first year.
