The Discharger is constructing a Title 27 final <br />cover under Cleanup and Abatement Order No. R5-2006-0707. Under Title 27, a slope <br />stability analysis is required when the final cover slopes are steeper than a 3:1 grade <br />(horizontal to vertical). <br />The Discharger's Letter was submitted in response to the Regional Water Board staffs <br />11 April 2007 stipulation to determine the slope grades. Based on slope grades, a slope - <br />stability analysis may be required under Title 27 §21090. The Letter states that the slopes <br />were shallower than a 3:1 grade, but technical data was not provided. The Discharger also <br />proposed that a Report of Waste Discharge be submitted to the Regional Water Board staff. <br />Based on staffs review of the Letter, the Discharger may submit a Report of Waste Discharge. <br />In addition, the Discharger shall provide technical information to support their premise that the <br />slopes are shallower than 3:1. As outlined below, please provide the following: <br />By 31 July 2007, please provide a scaled and labeled drawing showing the steepest <br />grade at each of the five sides of the landfill cover. The Discharger shall provide <br />supporting text and tabulated data to document the slope grades. At a minimum, the <br />Discharger shall provide the level of technical detail necessary to support conclusions, <br />including the following information: <br />a. On the drawing, the Discharger shall label the toe and the shoulder of each slope <br />being evaluated and shall label the height of the contour elevations at the toe and <br />shoulder of each slope, <br />b. On the drawing, the Discharger shall delineate and provide the horizontal distances <br />and dimensions from the toe of each slope to the shoulder of each slope. <br />c. In the supporting text, the Discharger shall provide sufficient technical data to <br />demonstrate the slope grades. The horizontal run, vertical rise, and slope for each <br />case shall be documented in tabular format and cross-referenced to the drawing. <br />d.
