For the most part, the CQA Plan is acceptable, however staff has the <br />following concerns that must be addressed before it can be approved. Our review comments <br />are itemized below. Please respond to the following comments in an addendum or as <br />replacement pages to the CQA Plan: <br />1. Source of material. Please provide the source of material for each of the layers: <br />foundation, low -conductivity -hydraulic, and erosion -resistant. <br />2. Section 4.2, Page 6. Please include the following information for the Daily Report: <br />a. All inspections and observations performed by the CQA Monitor for that day's <br />work will be recorded on the Daily Report, <br />b. Problem identification and resolution will be documented on the Daily Report, <br />and <br />c. A copy of each day's Daily Report shall be faxed to the Regional Water <br />Board by 10:00 AM of the following workday. Fax to the attention of Mary <br />Boyd at (916) 464-4775. <br />3. Acceptance Reports. Please include a section for the Acceptance Reports and the <br />information and documentation that will be included in these reports. See Title 27 <br />Section 20324(d)(1)(B) for the requirements. <br />4. Section 5.0, Page 8. Please clarify that the final cover shall meet the requirements <br />of Title 27, Section 21090(a)—(a)(3): <br />a. The foundation layer shall not be less than 2 -feet thick and shall be placed in <br />compacted lifts, <br />b. The low -hydraulic -conductive layer shall not be less than 1 -foot thick, <br />c. The erosion -resistant layer shall not be less than 1 -foot thick, and <br />d.
