Section 4.3, Design or Specification Changes, and Section 5.4.4, Repairs and <br />Retesting. Please clarify that all changes to the design and specifications must <br />have the concurrence of the Regional Water -Board prior to initiating any such <br />changes. <br />6. Table 1, Field and Laboratory Testing Summary, Foundation Layer. Please <br />clarify Table 1 so that the testing requirements and frequencies meet the <br />requirements of Title 27 Section 20324 and as detailed below: <br />a) Testing via ASTM D3107 ("Standard Test Methods for Stretch Properties of <br />Fabrics Woven from Stretch Yarns') is not required. <br />b) Test Method ASTM D 698 shall not be used for determining compaction <br />characteristics of any layer. <br />c) ASTM D 1557 "Laboratory Compaction Characteristics of Soil Using Modified <br />Effort" shall be performed for determining compaction characteristics of the <br />foundation layer. <br />d) ASTM D 422 "Standard Method for Particle Size Analysis of Soils" shall be <br />performed on the foundation layer material. <br />e) ASTM D 2487 "Standard Classification of Soils for Engineering Purposes" shall <br />be performed on the foundation layer material. <br />f) Field density tests shall be performed at the rate of four (4) tests for each 1,000 <br />cubic yards of placed material, or at a minimum of four (4) tests per day on the <br />foundation layer. <br />g) ASTM D 2488 Standard Practice for Description and Identification Of Soils <br />(visual/manual procedure) shall be performed for each layer. <br />7. Test Fill Pad. Please include a Test Fill Pad with the requirements in Title 27, <br />Section 20324(8)—(g)(4). The Test Fill Pad results shall be used to determine degree <br />of compaction required for the non -hydraulic -conductive layer. Propose and include <br />the requirements for testing the infiltration rate via ASTM test methods. See Title 27 <br />Section 21090(a)(2) for acceptable rate of conductivity. <br />8. Table 2, Low -Hydraulic -Conductivity Material. Please provide documentation that <br />the proposed particle size distribution for the low -hydraulic -conductivity layer stated <br />(i.e., "at least 25% passing 200 sieve... no particle greater than 2 -inches") is suitable <br />for the intended purpose. <br />9. Table 2, Testing of Low -Hydraulic -Conductivity Material. Please adjust Table 2 <br />"Field and Laboratory Testing Summary Landfill Cover" to reflect the requirements in <br />Title 27, Section 20324(e)—(h)(C))(3) for the low -hydraulic -conductive layer: <br />a) Testing via ASTM D3107 ("Standard Test Methods for Stretch Properties of <br />Fabrics Woven from Stretch Yarns') is not required. <br />b) ASTM D 2488 Standard Practice for Description and Identification Of Soils <br />(visual/manual procedure) shall be performed for each layer. <br />s <br />
