Box 388 <br />Stockton, CA 95201-0388 <br />RE: Final Closure and Postclosure Maintenance Plans, Cove <br />Contractors Landfill, San Joaquin County, Facility <br />No. 39 -AA -0010 <br />Dear Mr. Padilla: <br />California Integrated Waste Management Board (CIWMB) staff have <br />reviewed the subject final closure and postclosure maintenance <br />plans (Final Plans) received March 20, 1995. <br />Review was conducted concerning adequacy of the Final Plans in <br />addressing the minimum standards for closure/postclosure of Title <br />14, California Code of Regulations (14 CCR), Division 7, Chapter <br />3, Article 7.8. The Cove Contractors Landfill is not subject to <br />the closure/postclosure plan and financial assurances <br />requirements of 14 CCR Chapter 5, Articles 3.4 and 3.5. <br />CIWMB staff understand that the San Joaquin County Solid Waste <br />Local Enforcement Agency (LEA) will coordinate review and <br />approval of the Final Plans. Upon resolution of review comments <br />and receipt of letters of approval from the San Joaquin County <br />LEA and Central Valley Regional Water Quality Control Board, <br />CIWMB staff will be prepared to issue a letter of approval and <br />concurrence. It is CIWMB staff's understanding that any comments <br />from the Central Valley Regional Water Quality Control Board will <br />be provided to the owner under separate cover letter. <br />The following are CIWMB staff comments regarding the Final Plans: <br />1. Conceptual final cover design is acceptable to CIWMB staff <br />provided the following is addressed: (a) provide final <br />cover cross section and plan map clearly showing extent of <br />proposed FML (Drawing 2 is not clear with regard to FML <br />extent in the pit area), (b) provide justification for not <br />including drainage or gas collection layers, and (c) provide <br />more detailed description of final cover design in the pit <br />area, in particular along the side slopes.
