Presently,the pit has the following capacity(this capacity will probably <br /> be reduced in the detailed design due to loss of volume caused by the soil face stabilization <br /> system): <br /> Water Depth Volume <br /> In Pit feet (gallons) <br /> 1 56,947 <br /> 3 160 590 <br /> 5 363,600 <br /> 7 556,106 <br /> 10 899,7081 <br /> Over the lined area of 6.2 acres, each inch of rainfall will generate approximately 168,000 <br /> gallons of runoff that will be contained in the pit area (assuming no infiltration). In its present <br /> configuration, the pit could contain within the lined area (up to an elevation of 0 feet MSL) <br /> approximately 5.4 inches of rainfall. With three feet of freeboard, the pit could hold <br /> approximately 3.3 inches of rainfall. Comparing this capacity with the daily, monthly and yearly <br /> rainfall data for storms of varying return periods, it is clear that the lined portion of the pit will be <br /> able to contain runoff from most daily storms but over the period of a year, pumping from the pit <br /> will be required on a periodic basis. Evaporation can be expected to remove a portion of the <br /> stormwater form the impoundment but due to the anticipated depth of water (likely in excess of <br /> the 47.2 inches estimate) evaporation alone will not be sufficient to control water levels in the pit <br /> area. <br /> 3. Page 21, paragraph 1 - revise Final Plans to state that "final design and construction <br /> quality assurance (CQA) plans and specifications shall be submitted to the reviewing <br /> agencies for approval. " <br /> Section II.2 of the Closure Plan shall now read: <br /> Upon closure plan approval, Cove Contractors will prepare a detailed design for the closure and <br /> incorporate that design into a bid package for construction activities associated with the closure <br /> activities. This bid package will include specifications, plans, and a Construction Quality <br /> Assurance(CQA)plan. A general outline of the CQA is presented in Table 1. Before circulation <br /> to bidders,the bid package will be submitted to the reviewing agencies for approval. <br /> 4. Page 27, Section I11.2.4 (Landfill Gas Monitoring) -Final plans state in paragraph 2 that <br /> if Phase 1 gas monitoring shows "significant levels" of methane gas, a Phase 2 program <br /> will be implemented. "Significant Levels" should be defined. A more detailed proposed <br /> Phase 2 program should be submitted for approval, if necessary, with the Phase I final <br /> report. In addition, if Phase 2 is necessary, monitoring of trace gases should be <br /> conducted pursuant to 14 CCR 17783.9. <br /> For the purpose of Phase 1 gas monitoring, "significant level" is defined as a concentration of <br /> methane exceeding 5%. If Phase 1 monitoring indicates that Phase 2 gas monitoring should be <br /> implemented, a detailed description of the Phase 2 program will be included with the Phase 1 <br /> final report. The Phase 2 program will include monitoring for trace gases using EPA Method <br /> TO-14. <br /> 5.
