3 REMEDIAL ACTION OBJECTIVES
3.1 REGULATORY CRITERIA
Remedial action objectives (RAOs) consist of media-specific, quantitative goals that define the
extent of cleanup required to protect human health and the environment and to comply with
applicable regulations. The nature and extent of impact at the site, combined with the RAOs,
are discussed in the following sections.
3.2 NATURE AND EXTENT OF LANDFILL GAS IMPACTS
As mentioned previously, elevated methane gas concentrations have been reported at the
site. Historically, the TGP probes located in the center of the site have reported elevated
methane concentrations. In addition, recent results reported from two of the newly installed
perimeter gas probes (PGP-1 and PGP-2) have methane concentrations above the regulatory
limit.
3.3 REMEDIAL ACTION OBJECTIVES - LANDFILL GAS
Chemical Interior or Maximum Analytical Date of Regulatory Proposed
of Potential Perimeter Results (Sample ID) Sample Limits' Remedial
Concern Gas Probe Collection Action
Objective
Methane Perimeter 19.1 %(v/v) (PGP-2-9') 3/12/2008 5% (v/v) <5% (v/v)
In addition to the requirement to control methane due to potential concerns regarding
the health and safety of the surrounding community, secondary components within the landfill
gas may require control in accordance with San Joaquin Valley Air Pollution Control District
regulations. Specifically, significant concentrations of several VOCs have been detected during
landfill gas sampling events and will require control. Additional constituents of concern and
their respective maximum concentrations are presented in Table 1. Specifically, data from the
March 12, 2008 sampling event indicated that benzene ranged to 3,400 parts per billion (ppb),
toluene ranged to 660 ppb, ethylbenzene ranged to 480 ppb, and xylenes ranged to 334 ppb.
27 CCR Section 20921
6 M FAMOKS
.Arae.
P:\707 Cove Contractors\Feasibility Study and Corrective Action Plan\Corrective Action Plan_Final.doc
