Cove Contractors Landfill - 2 - is 11 February 2008 <br />referred to in this Order. Based on Items 1 through 3, listed above, the Discharge has <br />violated the following sections of Title 27, Article 2, Closure and Post -Closure <br />Maintenance Standards for Disposal Sites and Landfills: <br />(a) §21090(a)(4)(8) Periodic Identification of Other Problem Areas: failure to identify <br />and address lack of seed germination, failure to replant areas requiring <br />replanting, and failure to repair vegetative layer when erosion was identified. <br />(b) §21090(a)(4)(D) Vegetative Maintenance: failure to maintain the vegetative <br />erosion resistant cover, including germination, replanting, and irrigation. <br />(c) §21090(c)(4) General Post Closure Duties: failure to prevent erosion and related <br />damage of the final cover due to drainage. <br />
