1 INTRODUCTION
On behalf of Cove Contractors, Inc., Miller Brooks Environmental, Inc. (Miller Brooks), has
prepared this Corrective Action Plan to evaluate, and potentially mitigate, elevated methane
gas concentrations reported from the perimeter landfill gas probes for the facility located at
3242 South EI Dorado Street in Stockton, California (Figure 1). Initial activities will verify whether
the elevated methane detections at the site are indicative of an offsite release. If offsite
migration of methane is confirmed, corrective action will be initiated in accordance with the
technology evaluation presented below.
This Corrective Action Plan is being submitted to comply with the request made the California
Integrated Waste Management Board (CIWMB) in their March 25, 2008 letter. Specifically, the
detection of elevated methane in two of the perimeter gas probes required action in
accordance with Title 27 of the California Code of Regulations, Section 20937(a)(3) [27 CCR
20937(a)(3)].
1.1 DOCUMENT ORGANIZATION
The Corrective Action Plan is organized in the subsequent sections as follows:
• Section 2 - Site Description and Background - Describes the Site location, geological
and hydrogeologic conditions, as well providing summaries of the Site's history and
previous site activities.
• Section 3 - Remedial Action Objectives - This section defines the nature and extent of
the landfill gas impacts and develops the remedial action objectives.
• Section 4 - Release Verification - Methodology to determine if elevated methane
detections to date are indicative of an offsite release.
• Section 5 - Identification and Screening of Remedial Activities -A review and screening
of remedial technologies is presented in this section along with the selection of the most
appropriate remedial technology for the Site.
• Section 6 - Implementation of Preferred Alternative - This section describes the
implementation of the preferred remedial activities/alternative.
• Section 7-Schedule
• Section 8 - References
MF Mic«iolrur
P:\707 Cove Contractors\Feasibility Study and Corrective Action Plan\Corrective Action Plan_Final.do, J
