2 SITE DESCRIPTION AND BACKGROUND <br /> 2.1 SITE DESCRIPTION <br /> The Facility is located at 3242 South EI Dorado Street in Stockton, California (Figure 1). As shown <br /> on Figure 2, The Central Pacific Railway bounds the southeastern length of the site; The Union <br /> Pacific Railroad bounds the western edge of the site; a metal recycling yard, Universal Service <br /> Recycling, bounds the site to the north; Duck Creek, which flows west and empties into Walker <br /> Slough at the Union Pacific Railroad, bounds the site to the south. According to the County <br /> Assessor records, the site property (APN 177-02-29) comprises 8.69 acres. In addition, the <br /> northern extension of the landfill, which is owned by Universal Service Recycling, is included in <br /> this evaluation. This area is visible on Figure 2 as a triangular shaped parcel that extends <br /> northward from the eastern portion of the site. The part of the landfill on Universal Service <br /> Recycling covers approximately 2.5 acres, bringing the total landfill footprint to approximately <br /> 11.2 acres. <br /> 2.2 SITE HISTORY <br /> On June 28, 2007, Cove Contractors received a document titled Notice of Adoption of Waste <br /> Discharge Requirements for Cove Contractors Landfill, Cove Contractors, Inc. and EI Dorado <br /> Property Management, San Joaquin County (WDR) from the Central Valley Regional Water <br /> Quality Control Board (RWQCB) (Order No. R5-2007-0084). The WDR required Cove Contractors <br /> to submit quarterly and semi-annual groundwater and landfill gas monitoring reports in order to <br /> meet the evaluation, detection, and corrective action monitoring specifications for the <br /> groundwater monitoring wells and landfill gas probes located on the Site. Landfill gas data <br /> evaluated from the fourth quarter of 2007 reported methane concentrations above the <br /> regulatory limits of 5% (v/v) methane in the perimeter gas probes as specified in 27 CCR <br /> 20921(a)(2). <br /> Due to the elevated methane concentrations, the CIWMB conducted a site inspection on <br /> March 4, 2008. Field samples collected by the CIWMB during the inspection confirmed the <br /> elevated methane concentrations reported in the previous monitoring event. The CIWMB <br /> subsequently issued a violation for the high methane concentrations in a letter titled State <br /> Inspection Report for Cove Contractors Landfill, Facility SWIS No. 39-AA-0010, dated March 25, <br /> 2008. Therefore, the CIWMB directed Cove Contractors to address these issues in a Corrective <br /> Action Plan, including the recommendation for the installation of new perimeter gas probes <br /> outside the landfill footprint and an increased monitoring frequency. <br /> The conceptual approach to completion of the Corrective Action Plan was discussed with <br /> representatives of the CIWMB at a meeting held on April 24, 2008 in the RWQCB offices in <br /> Rancho Cordova, California.
