WASTE DISC HARGEREICES <br /> ENTS -4- <br /> IC <br /> GROVER LANDSC AP , ICES <br /> MAN CA COMPOSTING FACILITY <br /> SAN JOAQUIN COUNTY <br /> 5. Prior to the onset of the rainy season, the Discharger shall conduct an annual survey of <br /> the operation in order to assure that the site has been graded and prepared for the rainy <br /> season to eliminate and prevent erosion and to prevent ponding. <br /> 6. The Discharger shall inspect storage and treatment areas for emergence of leachate, <br /> ponding, or surface failures such as cracking or subsidence. If visible leachate, ponding <br /> cracking, or subsidence of surfaces is observed, the Discharger shall immediately take <br /> necessary measures to maintain the performance standards used in the design of storage <br /> and treatment areas. <br /> 7. All areas upon which waste is discharged for storage and treatment shall have surfaces <br /> capable of preventing degradation of waters of the state as a result of waste storage or <br /> treatment. Such surfaces shall be designed, constructed and maintained to: (1) impede <br /> vertical movement of liquid phase constituents and(2) reliably transmit most of the <br /> liquid generated during storage and treatment of waste laterally across the upper surface <br /> of the layer,thereby preventing significant quantities of liquids from entering ground or <br /> surface waters throughout the lifetime of the operation. If the equipment operating near <br /> or on storage and treatment areas produces subsidence, cracking, or otherwise <br /> compromises any surface, the discharger shall repair any damaged areas immediately. <br /> 8. The construction of any composting units after the date of this Order shall be maintained <br /> to assure the sub-base beneath the composting units is compacted to 90 percent of <br /> maximum dry density, graded to obtain a uniform, smooth working surface, free of <br /> pockets and depressions, and to inhibit vertical migration of wastes. <br /> 9. The Discharger shall design,construct, and maintain surface impoundments as <br /> necessary to contain,all internal runoff at the facility. <br /> 10. Freeboard in surface impoundments shall not be less than two feet, measured vertically. <br /> 11. No composting or storage of compost shall occur within 100 feet of any domestic water <br /> well. <br /> 12. The discharge of-green waste for storage and treatment by composting shall not cause or <br /> threaten to cause a condition of contamination, pollution or nuisance. <br /> C. Ground Water Limitations <br /> The discharge, in combination with other sources, shall not cause underlying ground water to <br /> contain waste constituents in concentrations statistically greater than background water <br /> quality. <br /> D. Provisions <br /> 1. The Discharger shall, in a timely manner,remove and relocate any wastes or materials <br /> discharged or placed at this facility in violation of this Order. <br /> 2. The Discharger shall comply with Monitoring and Reporting Program No. —, which <br /> is attached to and made part of this Order. A violation of Monitoring and Reporting <br /> Program No. —is a violation of these waste discharge requirements. <br />
