WASTE DISCHARGE BY-QOEMENTS' 0 -3- <br /> GROVER LANDSCAPE SERVICES <br /> MANTECA COMPOSTING FACILITY <br /> SAN JOAQUIN COUNTY <br /> b. the prescriptive standards and performance goals of Chapter 15,effective November <br /> 1984, and subsequent revisions. <br /> 19. The Board has notified the Discharger and interested agencies and persons of its intent to <br /> prescribe waste discharge requirements for this discharge and has provided them with an <br /> opportunity for a public hearing and an opportunity to submit their written views and <br /> recommendations. <br /> 20. The Board, in a public meeting,heard and considered all comments pertaining to the <br /> discharge. <br /> IT IS HEREBY ORDERED that Grover Landscape Services, and its agents, assigns, and <br /> successors, in order to meet the provisions of Division 7 of the California Water Code and the <br /> regulations adopted thereunder, shall comply with the following: <br /> A. Discharge Prohibitions <br /> 1. Composting, stockpiling, or otherwise accepting of wastes other than green wastes as <br /> described in Finding 4 at the Facility, is prohibited. <br /> 2. Discharge of hazardous waste and designated waste, as defined in Sections 2521 and <br /> 2522 of Chapter 15, is prohibited. <br /> 3. Discharge of wastes or composting, stockpiling, storing, or placing raw composting <br /> materials,orcompost within 100 feet of surface. waters or surface water drainage courses <br /> is prohibited. <br /> 4. Discharge of waste to areas other than composting units without the site drainage and <br /> collection.,features constructed as described in Finding 3 is prohibited. <br /> 5. Discharge of wastes from surface impoundments to off-site property is prohibited. <br /> B. Discharge Specifications <br /> I. Incoming green wastes to the facility shall not exceed 500 tons per day and the <br /> maximum on-site wastes shall not exceed the design capacity of 30,000 tons. <br /> 2. The Discharger shall design, construct and maintain the areas used for storage and <br /> treatment of green waste to control and manage all run-on, runoff, and precipitation <br /> which falls onto or within the boundaries of the storage and treatment areas. <br /> 3. All areas at which green wastes are discharged for storage or composting shall be <br /> protected from inundation by surface flows associated with the 24-hour, 25-year storm <br /> event that may occur during the period of storage of wastes or treatment. In the event <br /> that nui all exco—Is the 24-hour, 25-year storm event, liquids and storm water shall be <br /> discharged in a manner consistent with the General NPDES Storm Water Permit and <br /> shall not cause or threaten to cause contamination, pollution, or nuisance. <br /> 4. Containment structures such as berms, liners or surface impoundments shall be <br /> maintained in order to ensure proper performance whenever wastes are discharged. <br />
