WASTE DISCHARGERE MENTS -2- <br /> E S <br /> GROVER LANDSCAR S CES <br /> C <br /> AN CA COMPOS TINOVACILITY <br /> SAN JOAQUIN COUNTY <br /> 7. The compost mixture is formed into windrows and mechanically aerated at specified <br /> intervals. Each windrow is maintained at a temperature of 130-155°F. The windrows are <br /> periodically aerated. The composting period is 24 months. <br /> 8. 'The 25-year, 24-hour precipitation event for the facility is 1.03 inches. The projected <br /> volume of runoff associated with this storm event is approximately one acre-foot. <br /> 9. The facility is located near water storage basins in use by the Spreckles Sugar Company. In <br /> the event that the Discharger's detention ponds are at capacity,excess water will be pumped <br /> into the Spreckles Sugar Company basins. <br /> 10. Composting operations may produce residual wastes, such as leachate, waste water from <br /> dust control operations,precipitation that has come in contact with composting material, and <br /> escaped or fugitive raw material and compost. The discharge rate of residual waste from <br /> composting operations is unknown. Proper construction and management of the recycling <br /> operation and climatic conditions should minimize such residual waste generation. <br /> Classification of waste is based upon the parent material,which is classified as <br /> nonhazardous solid waste,using the criteria set forth in Chapter 15. However, as the parent <br /> material will only be in place for three months before the Discharger removes and initiates a <br /> subsequent cycle of composting, the residual waste presents a lower risk to water quality <br /> than indicated by the classification. <br /> 11. Soils beneath the site consist of fine to medium sand to approximately 60 feet below ground <br /> surface. <br /> 12. Ground water is a, <br /> ,a depth of 10 to 20 feet below ground surface at the facility. Ground <br /> water upgradient Qf1the facil4has a totaidissolved so ri <br /> jid§�; oncentration of approximately <br /> 750 mg/l. <br /> 13. The beneficial uses of ground water beneath the facility are municipal and domestic supply, <br /> agricultural irrigation, stock watering, industrial process supply, and industrial service <br /> supply. <br /> 14. Surface water drainage is to the Stanislaus River. <br /> 15. The beneficial uses of surface waters in the vicinity are domestic,municipal, agricultural, <br /> and industrial supply; ground water recharge; recreation;esthetic enjoyment; navigation; <br /> fresh water replenishment; and preservation and enhancement of fish, wildlife and other <br /> aquatic resources. <br /> 16. The City of Manteca issued a,Mitigated Negative Declaration for the project on 22 February <br /> 1995 in accordance with the California Environmentat Quality Act(Public Resources Code <br /> Section 21000, et seq.) and the State CEA Guidelines. <br /> 17. The Board reviewed the Mitigated Negative Declaration and concurs there is no substantial <br /> evidence the project will have a significant impact on water quality. <br /> 18.
