processes, I have enclosed a typical BTI Pathogen Reduction Graph for your review <br />that shows the temperature curve for Aerobic Bioconversion of organic matter. This <br />curve relates directly to the state's definition of "stabilized compost", Article 1, Section <br />17852, ii, and the pathogen reduction requirements of Article 7, Section 17868.3. <br />4. Continue the processing of windrowed materials, 'as required, until the complete <br />and final shipment of materials off the site. This operation will include, but may not be <br />limited to, turning, watering, incorporation of additives, dust suppression, vector <br />control, site cleaning, material separation, process monitoring, compliance with <br />Composting Operations Regulatory Requirements. (State and Local),.and general site <br />and office management. <br />5. During the closure period, BTI will continue to comply with all local, state and <br />federal laws and regulations relevant to the operation. <br />BTI will work closely and diligently with the City of Manteca Planning Department, <br />Public Works Department and Fire Department to coordinate the closure activities and <br />to assist the City of Manteca in the supervision of the closure process. <br />*The BTI Composting Facility is governed by state regulatory requirements which <br />make it mandatory for BTI to comply with all Issues including Public Health and Safety. <br />Therefore, it is necessary for BTI to continue the aerobic processing procedures to <br />prevent "inadvertent composting resulting from. the storage or handling of feed stock, <br />compost, or chipped and ground materials." Chapter 3. 1, .Article 1, Section 17850,c, <br />and to prevent the shipping of "active compost" per definition in Section 17852, a. <br />Further, the state regulations require BTI to minimize vectors (definition in Article 1, <br />Section 17852, k) ... and minimize inhalation and transportation of dust particulates and <br />pathogenic organisms (definition in Article 1, Section 17853 ,ii) according to Article 6, <br />Section 17867, a,2. And requires BTI to ensure that "traffic flow into, on, and out of the <br />composting operation or facility shall be controlled in a safe manner." (Article 6, <br />Section 17867, a, 6. ) <br />Environmental Health Standards, Article 7, Section 17868.1 require that "verification ee <br />of pathogen reduction requirements shall occur as close to possible to the point at <br />which compost is ... used. This verification shall be be performed by taking and <br />analyzing at least one composite sample of compost, following the requirement of this <br />Section...". All analyses of "compost" must be prepared by an accredited lab and <br />presented and accepted by the local enforcement agency (San Joaquin County <br />Environmental Health). <br />
