Municipal Code <br />requires Planning Commission review and approval <br />of the use permit - <br />Environmental Assessment: The Environmental- Review Officer determined this <br />project is exempt from further environmental <br />review in accord with Class 3 of CEQA. <br />Staff Analysis: In September of 1995, staff -spoke with the <br />applicant about his proposed business, wholesale <br />car sales. The applicant was informed that there <br />was to be no retail sales of used cars without a <br />use permit. This condition was placed on the <br />applicant's business license. <br />It has become apparent that the applicant is <br />selling used cars on a retail basis. Staff <br />informed the property owner, as well as the <br />tenant by letter, that the operation of a retail. <br />
