Application for a use permit was <br />subsequently filed with Planning. <br />The site is improved and fenced. Staff has noted <br />that cars are displayed.toward the front of the <br />site, this blocks the proposed customer parking. <br />To be in compliance with the City's zoning <br />ordinance, the applicant must -provide five <br />customer parking stalls. These stalls shall be <br />accessible at all times. In addition, staff <br />notes there are two landscape planters.adjacent <br />to the street. The plantings within these - <br />planters are sparse and should. be supplemented <br />with new plantings. <br />It appears that two new additional signs have <br />been added to the building facade. These signs <br />must be approved under a separate sign permit. <br />Staff has reviewed the site and feels that with a <br />few conditions the proposecl use will be <br />compatible with the surrounding neighborhood - <br />Staff Recommendation <br />Commission Action: Staff recommends the following course of action: <br />A. Make the following findings: <br />1. The proposed use is consistent with the goals <br />and policies of the General Plan and any specific <br />r!,lan. <br />2. The proposed use is consistent with <br />purpose of the applicable distri&t_ I <br />3. The proposed use is listed as a use subject <br />to a use permit in the applicable zone district. <br />4. The proposed use meets the minimum <br />requirements of this title applicablp-to the use <br />and complies with all other applicable laws, <br />ordinances and regulations of the.City of Manteca, <br />and the State of California. <br />5. The proposed use will not be materially <br />detrimentalto the health, safety -and welfare of <br />the public or to property, and residents,in the <br />vicinity. <br />B.
