Iwamiya, Senior Civil Engineer <br />Public Services Division <br />SUBJECT: UP -95-08 A USE PERMIT APPLICATION TO ESTABLISH A <br />MULTI-PURPOSE OPERATION FOR RECYCLING OF WOOD AND GREEN <br />WASTE PRODUCTS AND GROWING AND WHOLESALING OF SPECIMAN <br />NURSERY STOCK LOCATED ON THE NORTH SIDE OF LOUISE AVENUE, <br />1,470 FEET WEST OF AIRPORT WAY. (DISTRICT 3). <br />APPLICANT: Harold Rouse <br />INFORMATION: <br />APN: 198-110-02 <br />The site is not located within a Federal Flood Insurance <br />Administration Designated Flood Hazard Area. In addition, the <br />existing San Joaquin County and City of Stockton Flood Insurance <br />Studies, which delineate flood risks, flood plains, and floodway <br />areas, are currently being reevaluated. The reevaluation is being <br />conducted by the Federal Emergency Management Agency, Region IX, <br />Building 105, Presidio of San Francisco, California 94219, telephone <br />(415) 923-7186. The reevaluation may delineate additional flood <br />risks. The official flood maps are available for review at the <br />Department of Public Works, 1810 East Hazelton Avenue, Stockton. <br />These flood maps will be updated when the reevaluation process is <br />completed. <br />Louise Avenue has an existing right-of-way width of 72 feet and a <br />planned right-of-way width of 110 feet. <br />RECOMMENDATIONS: <br />1. Encroachment permit shall be required for work within San Joaquin <br />County portion of road right-of-way. <br />(Development Title Section 9-1145.4) <br />2. The driveway approach within San Joaquin County portion of <br />Louise Avenue shall be improved in accordance with the <br />requirements of San Joaquin County Standards R-17 prior to <br />issuance of the occupancy permit. <br />(Development Title Section 9-1145.5) <br />The owner shall execute an Irrevocable Offer and Agreement to <br />Dedicate Road to result in a fifty-five (55) foot wide <br />right-of-way from the centerline of Louise Avenue to the property <br />across the parcel's frontage. (A $225.00 fee currently is <br />required for processing per Development Title Table 9-240.2 in <br />addition to a copy of the Grant Deed.) <br />(Development Title Sections 9-1150.2 and 9-1150.5) <br />
