The <br />Council directed staff to submit the following comments: <br />While we recognize that the proposed project is not within our Sphere of Influence, the project <br />site is adjacent to our City limits and there are some potential impacts on the City that we feel <br />addressed. Generally, the potential impacts about which we are concerned are traffic related. <br />Louise Avenue is a very busy road and, during the evening rush hour, traffic frequently backs <br />up from the Louise/Airport intersection to the Rouse property and beyond. In addition, the <br />project site is adjacent to the Union Pacific Railroad which has an at -grade crossing on Louise <br />Avenue. Traffic at the crossing can be stopped for as long as 20 minutes (some of our staff <br />members have timed it). It takes a considerable amount of time for this traffic to clear once the <br />train has gone past. <br />The traffic anticipated from the proposed project is not that great but the increase of any traffic <br />on Louise at this location could cause a problem. With respect to the problem of getting through <br />the Airport/Louise intersection, the backups seem to be caused because of the 4 -way stop. <br />Signalization of this intersection would probably help the situation considerably but this is not <br />within Lathrop's jurisdiction. In the absence of a signal, and possibly even with the signal, the <br />addition of the center tum lane as described below would help this problem. <br />With respect to the problems caused by the blocked railroad crossing, a center left tum lane that <br />would accommodate traffic both leaving and entering the property would help. The problem <br />that the City believes this project will cause is that any vehicles going east on Louise might be <br />trying to tum into the property after having just crossed the railroad tracks.
