A stopped vehicle in the <br />eastbound lane of Louise will only increase the traffic back-up. Similarly, if a vehicle is trying <br />to leave the project site and turn cast during the rush hour, it would likely be prevented from <br />doing so because of the large amount of traffic going east on Louise. A center lane that it could <br />turn into without merging with the eastbound traffic would allow a vehicle to make its turn in <br />two movements rather than trying to match a gap in eastbound traffic with a gap in westbound <br />traffic. <br />Requirement of a center tam lane would require additional paving and striping. Given the <br />proximity to the railroad, there may not be room to make the necessary transitions. Contrary <br />to the information provided on application form, the paved width of Louise Avenue at this point <br />is closer to 30 feet than it is to 60 feet. <br />In addition to the site specific problems with traffic, this project will add traffic to the section of <br />Louise Avenue that is within the City of Lathrop. More than 70% of the traffic on Louise <br />between the Union Pacific Railroad tracks and 1-5 never stop within the City. The trips originate <br />cast of the UPRR and travel straight through to get onto 1-5. Given the location of this new <br />business, it is likely that many of the trips generated by the use will do likewise. This is a <br />significant environmental impact for which the City receives no mitigation. <br />The only other comment the City has deals with the proposed use. Lathrop is desirous of seeing <br />this property utilized in some useful manner. It has been a law enforcement problem and an <br />eyesore for a long time. Conditions of approval regarding clean-up and maintenance of the <br />property would be much appreciated.
