Louise Ave. LAST PERMIT REVIEW: It is a new permit
Manteca, CA 95337
OWNER: Harold Rouse, Trustee PERMIT TYPE: Standardized
OPERATOR: Biorecycling Technologies, Inc. PERMIT ISSUE DATE: Tentatively
scheduled for
7/23/97
LEA: San Joaquin County COMPOSTING PROCESS: Windrow method
Environmental Health Services Div.
INSPECTOR: Paulino Luna, CIWMB COMPOSTING ADDITIVES: Wood chips and water
ACCOMPANIED BY: Greg Oliveira, LEA COMPOSTING FEEDSTOCKS: Green waste,
untreated woodwaste,
natural fiber
wastes, manure, and
other plant wastes
ACREAGE: 20 Acres COMPOSTING AMENDMENTS: Gypsum and sawdust
Background:
BTI-Manteca Production Facility encompasses a 20-acre lot of land. A portion of this parcel
of land used to be occupied by a magnesium manufacturing plant which shut down many years
ago. Thereafter, the piece of land where this plant used to be located remained vacant. In
1995, Weaver Industries (WI) put this vacant land to use by converting it into a
wood/greenwaste recycling and vermicomposting facility. On July 25, 1996, the San Joaquin
County Local Enforcement Agency required Weaver Industries to obtain an operating permit
addressing the composting aspects of its wood/greenwaste recycling operation. But it was
Biorecycling Technologies, Inc. (BTI) , not WI, that requested a standardized composting
permit from the LEA. BTI will operate under a co-agreement WI which has the lease of the
property. All wood/greenwaste composting materials entering BTI will be processed at WI,
which borders BTI along its northern boundary. As of this inspection write-up, a
standardized composting permit is scheduled for consideration by the Board on July 23, 1997.
If issued by the LEA and concurred by the Board, this permit will allow BTI to operate BTI-
Manteca Production Facility in compliance with State laws and regulations applicable to
composting facilities.
Previous Inspection Results:
No previous State inspection has been conducted at this facility.
Inspection Results:
No violations or areas of concern were documented. Observations made during this inspection
indicate that BTI-Manteca Production Facility can meet existing SMS governing composting
activities. I
Branch Supervisor Inspector
