San Joaquin Street • P. O. Box 388 • Stockton, CA 95201-0388
209/468-3420
Max Rouse CONFIDENTIALJuly 12, 1995
PO Box 5250
Beverly Hills, CA 90209-5255 D
RE: NOTICE AND ORDER TO ABATE Public Nuisance at 2801 E. Louise
Ave. Manteca, CA
As a result of complaints received by this agency concerning the
substandard conditions at the above locations an investigation was
initiated. This investigation was conducted in conjunction with
the San Joaquin County Community Development Division and the San
Joaquin County Sheriff' s Office.
It is our understanding that you or your agents have been in
contact with Jerry Herzick of the San Joaquin County Community
Development concerning the cleanup and securement of this premise
over the last several years. We have been advised that the front
structure has now been partially demolished.
The Sheriff' s Office has advised us that they have spent eight hour
of staff time in the last five years responding to call at this
location. These calls included responses to vehicle arson,
disturbing the peace, juveniles out of control, and the discharge
of firearms.
On May 31, 1995, an inspection of the site was conducted with Mr.
Bob Pechal, property Manager, Ed Simas, Board of Supervisors, Jerry
Herzick, Deputy Director of San Joaquin County Community
Development, and ,Alan Biedermann, Lead Senior Registered
Environmental Health Specialist, San Joaquin County Environmental
Health Division. This inspection revealed that some progress has
been made; however, much work is still needed to remove the
remaining substandard structures, secure the premise (including
access from the rear of the property) , securement of structures
that can be used in the future and to abate any open excavation
including water wells.
This matter was brought before the San Joaquin County Enforcement
Coordinating Team which consists of a representative from the
Sheriff, Environmental Health, Community Development, District
Attorney, County Counsel and the County Administrators Office.
A Division of San Joaquin County Health Care Services
