S CD-Page 2 <br /> SCH90020924 <br /> May 1, 1991 <br /> 4 <br /> As indicated in the draft EIR there are two potential <br /> alternatives to this present proposal. The development of a second <br /> transfer station would result in additional trip generations. The <br /> second alternative is also assumed to be non-viable due to the fact <br /> that complying with the requirements of AB939, i.e. not being able <br /> to dispose of the entire wastekstream to the landfill will require <br /> facilities such as this one to expand their operations, this will <br /> result in additional traffic impacts to the facility which may <br /> translate into a significant impact on air quality. In addition, <br /> in complying with AB939, it is expected that this source will draw <br /> more vehicles to the source because of the expansion. The District <br /> therefore makes the following request: <br /> a. Commitment by the applicant to comply with future programs <br /> and rules such as the New Indirect Source Review Rule if/when <br /> adopted by the San Joaquin Valley Unified Air Pollution <br /> Control District to improve air quality. <br /> 5. Emissions generated during the construction/grading processes <br /> are of concern to the District. Applicants shall implement the <br /> attached dust control practices if and when construction/ ding <br /> occurs at the site. <br /> 6. The applicant shall apply for Authority to Construct's and <br /> Permit to Operate's for the equipment necessary in the operations <br /> of this transfer station/resource recovery and recycling facility. <br /> It will be the sources' responsibility to be in compliance with <br /> rules and regulations of the San Joaquin Valley Unified Air <br /> Pollution Control District, San Joaquin County Zone prior to <br /> operation. <br /> 7. It is the responsibility of the applicants to notify the <br /> District in writing with respect to the actual date of <br /> construction/grading one week prior to said activities. The <br /> applicants should address the communication to the San Joaquin <br /> Valley Unified Air Pollution Control District; San Joaquin County <br /> Zone and under the attention of the planning section. <br /> 8. Projects shall maintain adequate record keeping of mitigation <br /> measures, if applicable for the Air Pollution Control District <br /> staff in making scheduled or unscheduled inspections. <br /> 9. Pursuant to the California Clean Air Act, the District must <br /> submit the Air Quality Management Plan due to the California Air <br /> Resources Board for review by June 30, 1991. The attainment plan <br /> consists of stationary and transportation control measure. <br /> Transportation control measure will introduce to employers who are <br /> affected; various employer trip reduction ordinances which must be <br /> implemented in order to be in compliance will be approaching in the <br />
