County of San Joaquin April 10, 1991 California Waste Removal Systems Transfer Station/( F) and Recycling Center Expansion SCH #90020924 Draft EIR Mr. David Morimoto City of Lodi Community Development Dept. 221 West Pine Street Lodi, CA 95240 Dear Mr. Morimoto: We have reviewed the Draft Environmental Impact Report for the above referenced project. Our comments are below: We are concerned that the draft EIR does not state positively that traffic mitigation measures will be necessary as a result of this project. Phrasing such as "could anticipate, " "could estimate, " and "could be required" (bottom, pg. 44) leaves us with an uneasy feeling when we try to imagine exactly what the impacts of this project will be on our primary concern in these comments; traffic flow in the Lodi area. In particular, the draft EIR does not state which of the intersections would require mitigation, nor does it state how the effects of the project on these particular intersections would be mitigated. We request that an expanded traffic mitigation section be included in the Final EIR. This section should detail the intersection mitigation measures that would be enacted by the City of Lodi and/or the developer as a result of this project.
