Although rat infestation has not been a problem at the transfer station in the past, the <br /> extermination company also sets bait and rat traps in order to exterminate unwanted <br /> rodents. The results of this activity in the past has resulted in the trapping and <br /> elimination of field mice in the vicinity of the transfer station. <br /> Air Pollution Control District <br /> 1) The applicant is aware of the county's °nonattainment° status of the California Clean <br /> Air Act, AB 2595, and is prepared to alter the transfer station operation to participate <br /> in attaining compliance with the regulations. <br /> 2) The applicant is aware of the PM-10 Rule and the Indirect Source Review Rule and <br /> will adopt necessary changes in the proposed project to remain in compliance with these <br /> regulations. <br /> 3) Because larger transfer vehicles have the capability of producing larger quantities of <br /> pollutants than 'smaller vehicles, all transfer station vehicles will be well maintained in <br /> order to emit minimal pollutants. Furthermore, since the California Clean Air Act, <br /> AB 2595, requires counties to achieve a 5% annual reduction in vehicle emissions, it is <br /> assumed that transport vehicles not owned by California Waste Removal Systems Inc. <br /> will also be monitored by the LEA to produce minimal air pollutants. <br /> 4) The project applicant agrees to comply with the New Indirect Source Review Rule <br /> if and when it is adopted by the San Joaquin Valley Unified Air Pollution Control <br /> District. <br /> 5) Airborne dust impacts during the construction of the expansion projects will be <br /> mitigated in accordance with the dust control practices suggested by the Air Pollution <br /> Control District. These mitigation measures are attached in Appendix A of this report. <br /> 6) The applicant will apply for Authority to Construct's and Permit to Operate's for the <br /> equipment necessary in the operation of the expanded transfer station. The applicant will <br /> operate the facility in accordance with the regulations of the San Joaquin Valley Unified <br /> Air Pollution Control District, San Joaquin County Zone. <br /> 7) The applicant will provide written notification to the Air Pollution Control District <br /> regarding the actual date of construction/grading no less than one week prior to these <br /> activities. The notification will be addressed to the Planning Section of the San Joaquin <br /> Valley Unified Air Pollution Control District, San Joaquin County Zone. <br /> 8) Records of the mitigations, in accordance with the Mitigation Monitoring and <br /> Reporting Plan, will be kept accurate and current for review by any regulating agency. <br />
