Project traffic would be part of the cumulative effect of complete buildout of the <br /> northeast industrial area. Mitigating all of the impacts associated with such <br /> buildout is beyond the financial means of any individual project, but should be <br /> equitably corrected by joint efforts. A traffic improvement fee linked to a <br /> Northeast Area Improvement Plan should be established by the City pursuant to <br /> section 66000 et seq of the Government code. The Granite Bay Traffic <br /> Limitation Zone study, Appendix B of this report, is an example of this type of <br /> plan. <br /> San Joaquin County Council of Governments <br /> The comments have been addressed under the responses to the Department of <br /> Transportation comments. <br /> California Integrated Waste Management Board <br /> Project Description <br /> Tonnage <br /> rThe last paragraph on page 2 regarding the Project Description will be replaced <br /> +� with the following paragraph. <br /> "The Solid Waste Facilities Permit for the transfer station allows a <br /> maximum daily tonnage of 300 tons per day. A Stipulated Notice and <br /> Order, issued on March 12, 1991, allows for the receipt of 450 tons per <br /> day, with peaks to 650 tons per day. This material is dumped and sorted <br /> in the 15,000-square-foot tipping floor building. Figures 4 and 4A show <br /> the tipping floor building and the existing site plan for the facility. The <br /> current facility allows California Waste to sort and recover up to <br /> approximately 20% of the volume as recyclable material." <br /> The pollution estimates for the future conditions at the transfer station were based <br /> on the peak number of vehicles coming to the transfer station in the year 2000. <br /> Since a certain number of vehicles can result in a varying tonnage of waste <br /> arriving at the site, depending on the type of vehicles, the worst case situation <br /> could result in a maximum of 3,250 tons arriving at the transfer station. Since <br /> tonnages are irrelevant in the calculations, the paragraph should read: <br /> "For pollutant estimates for the expanded transfer station, it is assumed <br /> that 50% of the waste stream is recycled, meeting the goals of AB 939, <br /> compared to the existing 20% of the waste stream." <br />
