This will require <br /> intersection treatment as suggested in the mitigation section. Improvements <br /> should include left-turn pockets on all legs, possible right turn only lanes on some <br /> legs, and four through lanes on State Route 12 East to at least Build Avenue. <br /> This likely five lane (2-way left turn lane) section on State Route 12 will require <br /> all widening on the south side of the existing roadway because of the S.P.R.R. <br /> on the north." <br /> State Route 12/Guild Avenue Intersection: <br /> The following paragraphs should be included in the "Impacts" section and should precede <br /> the "Mitigations" heading on page 44 of the DEIR. <br /> While the intersection of Highway 12 and Guild Avenue does not appear to be <br /> adversely affected by expansion of the transfer station it will suffer impacts as a <br /> result of full industrial development in the City's northeast area. <br /> A preliminary yanalysis indicates that even with exclusive left tum lanes, all left <br /> turns (not signaled) would operate at LOS "F" at full industrial buildout. <br /> Signalization and exclusive left turn lanes would upgrade the operation here to <br /> LOS"D'°." <br /> Improvement Funding Mechanism: <br /> The original traffic discussion under the "Mitigations" heading on page 44 in the DEIR <br /> which reads, <br /> "The City could anticipate the need for improvements to intersections in the area <br /> (signalization, widening). It could estimate the cost of these improvements and <br /> apply those costs to an "area of benefit" under the Government Code or CEQA. <br /> Thereafter businesses that expand within the benefitted area could be required to <br /> pay their pro-rata share of these improvements." <br /> should be replaced with the following text. <br /> "As stated above, the project would have an adverse impact on the northbound <br /> thru movement at Turner and Cluff when it is fully operations. This impact is <br /> small (60) vehicles per hour) but it could be mitigated to operate at LOS '°B'° by <br /> signalization. <br />
