G ITE BAY T FIC LIMITATION ZONE JANUARY, 1991 <br /> (c°) THE LQCA PR ECTS <br /> Placer County retains the ri ht to implement addi- <br /> tional fee programs to fund ocal capital improve- <br /> ment projects not identified in this Ordinance. <br /> SEC. 4 .1830 Ell ASSEMENT AND, CULEM N <br /> (a) All future land development within the Zones of <br /> Benefit shown in "Exhibit B11, herein, shall be re- <br /> quired to contribute traffic mitigation fees <br /> toward the road network improvements described <br /> ° above. "Future land development" means all <br /> development activities for which Placer County <br /> issues a permit approval, including subdivisions, <br /> use permits, building pe its, design reviews, and <br /> expansion or change of use permits. <br /> (b) Fees collected shall be based on the traffic gen- <br /> eration rate table attached as Exhibit C. This <br /> traffic generation rate data is taken from the <br /> South Placer Traffic Study and the Institute of <br /> Transportation Engineers (ITE) Trip Generation <br /> (4th Edition) . if Exhibit C does not provide data <br /> for any particular land or building use, the most <br /> recent trip generation report data published by <br /> the Institute of Transportation 'Engineers (ITE) or <br /> other published sources may be used with concur- <br /> rence of the Director. In the event no published <br /> data is available, the Director may consider data <br /> on trip generation provided by the applicant or a <br /> consultant in determining the appropriate rates. <br /> (c) Fees shall be determined according to Exhibit C by <br /> multiplying the selected weekday trip generation <br /> rate per unit, times the number of units (square <br /> footage, acreage, employees, etc. ) , tunes the sum <br /> of applicable trip-end fees from Exhibit B for the <br /> particular land development project. <br /> ( ) Fees for all development projects which require <br /> building permits shall be paid prior to issuance <br /> of a building permit. For projects which do not <br /> require building permits, fees shall be paid prior <br /> to final, approval of any Placer County review <br /> process. <br /> (e) If a change in use occurs which requires permit <br /> approval by Placer County, the fee assessed shall <br /> be based on the estimated increase in traffic gen- <br /> eration, if any. <br />
