GRANITE BAY TRAFFIC LIMITATION ZONE 7ANUARYs 1991 <br /> (f) zf an approved land development project is phased, <br /> payment of traffic mitigation foes may be <br /> similarly phased. <br /> (g) Yn some instances (for example, shopping centers) , <br /> higher trip generation rates may apply to initial <br /> phases which will not be credited or refunded upon <br /> development of subsequent phases of a project. <br /> (h) The fees required herein will be adjusted annually <br /> to reflect changes in the Caltrans Construction <br /> Cost Index. The base year index of the Caltrans <br /> Construction Cost Index used herein is 1977 = 100; , <br /> 2nd quarter, 1990 = 209.7. <br /> e <br /> (i) Fees collected shall be placed into a single trust <br /> fund maintained by Placer County's Department of <br /> Public Works. <br /> (j) Fees collected may be used for a broad scope of <br /> work on the listed improvement projects, includ- <br /> ing: design engineering, environmental review and <br /> document preparation, construction, construction <br /> engineering, etc. Said fees shall not be used for <br /> right-of-way appraisal or acquisition. The Roc - <br /> lin Road Extension project, described above, is <br /> the sole exception to these limitations. In the <br /> case of Rocklin Road Extension, fees collected may <br /> e used for right-of-way acquisition and other <br /> identified purposes, but not for construction. <br /> (k) Construction of any portion of an improvement to <br /> be funded by this program which is accomplished by <br /> a land development project shall be eligible for <br /> credit against the fee obligations of this ordin- <br /> ance. Such credit shall be limited to the lesser <br /> of the estimated costs of such improvement calcu- <br /> lated on a per lane-mile basis as indicated in <br /> is, Ordinance or the actual cost of construction. <br /> land development project which is required to <br /> construct an off-site listed improvement that ex- <br /> ceeds the value of the project's fee obligations <br /> may be entitled to reimbursement for the amount <br /> which exceeds such obligations,. Any such reim- <br /> bursement shall be limited to fees collected from <br /> other benefitting lands only: Placer County shall <br /> not be otherwise liable for such reimbursement. <br /> Said reimbursement shall occur only after the en- <br /> tire improvement project has been either fully <br /> funded or constructed.
