PROJECT DESCRIPTION <br /> BACKGROUND AND NEED FOR THE PROJECT <br /> The applicant, California Waste Removal Systems Inc. (CWRS)currently operates a solid <br /> waste transfer station and resource recovery facility on 12.16 acres of land at 1333 East <br /> Turner Road, Lodi, CA. (Figures 1 thru 3). This facility serves the City of Lodi, <br /> northern San Joaquin County, and southern Sacramento County. It is open to both <br /> commercial and public vehicles. <br /> The transfer station serves as the hub of CWRS's collection operation. Company trucks <br /> pick up refuse from their regular routes in Lodi and the surrounding areas of San Joaquin <br /> and Sacramento Counties. The trucks deposit the refuse at the transfer station where the <br /> resource recovery operation begins. The refuse is sorted by content and materials that <br /> include cardboard, newspaper, plastic, cans, metal, wood, rock and rubble, brush and <br /> garden waste which is hand sorted for recycling. The remaining waste is loaded into <br /> 100-cubic-yard transfer trailers and hauled to either the San Joaquin County Landfill on <br /> Harney Lane or the Sacramento County Landfill on Kiefer Road, depending on the <br /> source jurisdiction of the waste. Both landfills will accommodate incoming refuse on an <br /> as-needed basis 24 hours per day. The recovered materials are collected and shipped to <br /> markets on a regular basis. Figure 2 shows the location of the facility and the landfills <br /> that receive the waste. <br /> The facility accepts also agricultural and landscaping waste that is sorted and either sold <br /> P g <br /> for energy generation, animal feed, or composted on site. The compost is sold as a soil <br /> additive. <br /> In addition to the refuse collected by the company, the facility also accepts refuse from <br /> the public that is brought by private vehicles. This refuse goes through the same <br /> process. <br /> CWRS also operates a public recycling program. A buy back program is operated at the <br /> facility where the public brings cans, bottles, paper, plastic and other recyclable materials <br /> and is paid in cash. <br /> The newly instituted curbside recycling program collects recyclable items at the <br /> participant's home. The collection company provides color coded containers that are <br /> placed at the curb and picked up weekly. This material is then brought to the station for <br /> processing. A portion of the proceeds from the sale of this material are donated to the <br /> local schools. <br /> Currently, the station receives approximately 450 tons per day with daily peak loadings <br /> of up to 650 tons per day. This material is dumped and sorted in the 15,000-square-foot <br /> tipping floor building. Figures 4 and 4A show the tipping floor building and the existing <br /> site plan for the facility. The current facility allows California Waste to sort and recover <br /> up to approximately 20% of the volume as recyclable material. <br /> 2 <br />
