Due to the growing problem of the illegal dumping of hazardous waste at landfills and <br /> transfer stations, hazardous waste screening programs are now required by the California <br /> Waste Management Board Facilities Permit and the Regional Water Quality Control <br /> Board Waste Discharge Requirements. <br /> The California Waste Management Board requires that a hazardous waste screening <br /> program be described in the Report of Station Information(RSI). The screening program <br /> should consist of the following activities: <br /> * Inspection of random in-coming loads <br /> * Regular visual inspection of the wastes deposited at the facility <br /> * Training of facility personnel in hazardous waste recognition and proper <br /> hazardous waste handling procedures <br /> * Reporting incidents of unlawful disposal to specific agencies <br /> * Installation of signs at the facility entry way including that no hazardous waste are <br /> accepted <br /> The program for implementing these requirements at the California Waste Removal <br /> Systems, Inc. Transfer Station and Recycle Center is contained in Appendix C. <br /> The expansion will, however, create additional runoff from paved surfaces. Due to the <br /> increase in motor vehicle traffic and repair on the site once construction is completed, <br /> there will likely be an increase in the overall amount of water in contact with refuse, oil, <br /> and grease. Wastewater is kept separate from clean stormwater as indicated in item <br /> number 3 (Pg. 23) of this checklist and thus will not enter the storm drains.
