t <br />PHASE 11 Visual Screening of tipping floor <br />The second phase of screening wastes shall be conducted by the station <br />personnel while sorting the waste. This is done not only to keep hazardous <br />waste out of the landfill but for their own safety. <br />The station personnel shall be trained to visually recognize hazardous wastes. <br />They shall also be trained in the proper handling procedures for hazardous <br />wastes. <br />If hazardous materials are detected, the area shall be isolated immediately with <br />traffic cones or similar devices. The San Joaquin County Department of <br />Environmental Health, (LEA), (209) 468-3400 shall be notified immediately. If <br />the LEA determines it to be necessary the Department of Health Services shall <br />be notified. <br />The waste shall remain isolated and undisturbed until the LEA. decides on a <br />proper disposal method that is in accordance with State hazardous waste <br />handling procedures. <br />If the LEA determines that it is safe, an effort should be made to look for a <br />name, address or phone number on or around the hazardous waste so that the <br />disposer of the hazardous materials can be contacted, educated in proper <br />disposal methods of hazardous wastes and billed for the removal of the wastes. <br />The operator that discovers the wastes shall complete a full report that <br />describes the type and quantity of hazardous waste found, the time and <br />circumstances of the hazardous waste discovery, the isolation measures taken, <br />any information that may identify the origin of the wastes and any other <br />pertinent information. This report shall be completed when the hazardous <br />waste is secured in a locked container and submitted by the facility supervisor <br />to the LEA within 24 hours. <br />No hazardous waste will be stored at the facility for extended periods. The <br />waste will be removed within 144 hours by a licensed hauler and disposed of <br />® in a proper location as determined by the LEA. <br />n <br />f <br />
