' 12803301 <br /> Executive Summary <br /> The Central Valley Waste Services (CVWS)facility recently replaced the <br /> existing Materials Reuse Facility's (MRF) sorting equipment with new <br /> equipment that automates the sorting process. The San Joaquin County <br /> Health Department (County), the Local Enforcement Agency (LEA), has <br /> requested that CVWS conduct a study to determine if the changes in <br /> ' processing equipment have had an additional impact on the level of <br /> noise, particulate, and vibration generated by the facility. <br /> Noise monitoring was conducted at six locations on the property line <br /> around the MRF and three locations off of the facility. The study found <br /> that the two closest monitoring locations had noise levels in excess of <br /> ' the County's 70 dBA daytime standard. However, both these locations <br /> were within the walls and earthen berms constructed around the facility <br /> to attenuate noise leaving the site. Noise levels at monitoring locations <br /> ' outside of the walls and berms were less than 70 dBA. The sound walls <br /> and berms would appear to be working as designed to reduce the noise <br /> outside of the site <br /> ' PM10 monitoring was conducted at four locations around the MRF. With <br /> the exception of one sample, all results were in excess of the California <br /> Air Resources Board's 50 µg/m3 standard including those samples in the <br /> presumed upwind locations. The high PM10 concentrations in the <br /> upwind samples may be the result of high ambient PM10 concentrations <br /> ' entering the site. Assuming that this is the case, all but one of the <br /> downwind samples was less than the 50 µg/m3 standard. <br /> Vibration was monitored north of the facility using a seismograph. There <br /> were only a few instances that the "particle displacement" exceeded the <br /> County's standard. It was observed that the higher particle displacement <br /> values occurred during both MRF operational and non-operation periods. <br /> It was also observed that the type of equipment used in the MRF would <br /> not normally cause vibration and the timing of the higher particle <br /> displacement values did not appear to occur in any sort of periodic <br /> ' pattern that might be associated with MRF equipment operations or <br /> activities. <br /> Noise,Particulate,and Vibration Report WM-cVWS <br /> Project 128-03 Page iv October 30,2002 <br />
