12803301
Introductionr
1.1 Background
' Waste Management, Inc. (WMI) owns Central Valley Waste Services
(CVWS). The facility has recently replaced the existing Materials Reuse
Facility's (MRF) sorting equipment with new equipment that automates
the sorting process. The facility can sort more recyclables in a shorter
period. The San Joaquin County Health Department (County), the Local
Enforcement Agency (LEA), wants to know if the new equipment will
generate more noise, dust, and vibration. The County, in their Stipulated
Agreement (Agreement No. 2002-01), is requiring as part of the approval
' process for the new equipment, that CVWS conduct a study to
determine if the changes in processing equipment have had an
additional impact on the level of noise, particulate, and vibration
generated by the facility in comparison to applicable requirements.
1.2 Site Activities
The site mainly functions as a transfer station. Both residential and
commercial solid waste is brought to the site for processing. The waste
is segregated for recycling and loaded into larger transport trucks for
delivery to recycling centers or landfills. The MRF hours of operation are
7:00 AM to 5:00 PM.
' 1.3 Site Location
The site is located in Lodi, California at the following address:
Central Valley Waste Services
1333 East Turner Road
Lodi California
1
' Noise,Particulate,and Vibration Report WM-CVWS
Project 128-03 Page 1 October 30,2002
