12803301 <br /> Introductionr <br /> 1.1 Background <br /> ' Waste Management, Inc. (WMI) owns Central Valley Waste Services <br /> (CVWS). The facility has recently replaced the existing Materials Reuse <br /> Facility's (MRF) sorting equipment with new equipment that automates <br /> the sorting process. The facility can sort more recyclables in a shorter <br /> period. The San Joaquin County Health Department (County), the Local <br /> Enforcement Agency (LEA), wants to know if the new equipment will <br /> generate more noise, dust, and vibration. The County, in their Stipulated <br /> Agreement (Agreement No. 2002-01), is requiring as part of the approval <br /> ' process for the new equipment, that CVWS conduct a study to <br /> determine if the changes in processing equipment have had an <br /> additional impact on the level of noise, particulate, and vibration <br /> generated by the facility in comparison to applicable requirements. <br /> 1.2 Site Activities <br /> The site mainly functions as a transfer station. Both residential and <br /> commercial solid waste is brought to the site for processing. The waste <br /> is segregated for recycling and loaded into larger transport trucks for <br /> delivery to recycling centers or landfills.
