V PRC 44004- Significant Change- Vehicle dismantling operation taking place on facility grounds behind,MRF building by third party, <br />Commercial Truck & Equipment, LLC. <br />Facility must notify department in writing of any planned activity not outlined in permit at least 150 days prior to change. <br />2.) AC T14 CCR 17407.5- Hazardous, liquid, and special wastes- Lead acid battery was split in two pieces and in dirt at north west corner of <br />yard near easement. <br />Remove battery properly and provide manifest for disposal. <br />3.) AC T14 CCR 17408.8- Protection of Users- Observed two children playing on public side of tipping floor. <br />Increase public awareness of child safety. Provide proper signage. Do not allow children to leave vehicles in Transfer Station. <br />4.) AC T14 CCR 17408.6- Maintenance -Area in front of transfer station building has worn and cracked asphalt and potholes. Electrical gutter <br />outside east wall of MRF building near door E has loose wires protruding from it. East wall is bulging outward at north east corner. <br />8.) Notes: <br />a.) The EHD has received correspondence stating that permanent asphalt repairs will be made to area in front of transfer station in May <br />2007 and temporary repairs will continue as needed for interim. <br />b.) Monitor area and repair as needed. Document all monitoring and repair work appropriately and have documentation available for <br />inspection. <br />c.) Properly cover electrical gutter. <br />d.) Repair east wall appropriately. <br />A. TPR- U -waste screen program is currently in place. <br />a.) Updated information for U -waste screening program was submitted in writing on August 8, 2006. <br />b.) Operator has proposed additional management activities of Universal Wastes on-site and is looking into a third party recycling <br />program.
