Box 388 * Stockton, CA 95201-0388 C4��FOR�•P <br />209/468-3420 <br />May 20, 1996 C(Opr <br />Mr. David Kwong, Associate Planner <br />City of Stockton <br />Community Development Department/Planning Division <br />425 North E1 Dorado Street <br />Stockton, California 95202-1997 <br />RE: City of Stockton General Plan Amendment and Robert Ronyak, <br />et al, Rezoning and Use Permit, East Stockton Transfer and <br />Recycling Station (#39 -AA -0018), 2435 East Weber Avenue, <br />Stockton <br />The Environmental Health Division, as the Local Enforcement <br />Agency (LEA) for solid waste handling, transport, and disposal in <br />San Joaquin County, has reviewed the Expanded Initial Study for <br />the East Stockton Transfer and Recycling Station (EST & RS) <br />Project, dated May 13, 1996, and has the following comments: <br />1. Page Nine, under "Proposed Transfer Station Activities" <br />states the following: ".... The northwestern corner of <br />the site (0.6 acres) is presently vacant and was <br />recently leased by EST & RS. This area is proposed to <br />be used for vehicle parking, cardboard baling, and <br />secondary sorting of scrap metal. However, before <br />the proposed activities on the 0.6 acre northwestern <br />parcel could occur, EST & RS would be required to <br />revise its Solid Waste Facilities Permit (SWFP) to <br />include the 0.6 acre parcel as an area permitted for <br />solid waste processing. <br />2. Item 10(a)(3) of the City of Stockton Environmental <br />Information/Initial Study Form lists the facility's <br />hours of operation as Monday through Sunday, 6 a.m. to <br />6 p.m. The facility's permitted hours of operation, as <br />indicated in its SWFP, are Monday through Friday, 7:30 <br />a.m. to 5:00 p.m., and Saturday, 8:00 a.m. to 12 noon. <br />The facility is not permitted to operate on Sundays. <br />A Division of Spin Joaquin County Health Care Services <br />
