will request that a permit revision be done. <br />California Environmental Quality Act (CEQA) <br />The operation and design of the station for the next five years does not appear to change in a <br />significant manner. No increase in daily tonnage is proposed; nor are there any changes in <br />waste types to be accepted. Proposed operation and design changes were listed in the new RSI <br />and should require only modifications to the RSI to be implemented. One change may require <br />a modified APCD permit. <br />The traffic issue is an area of concern. The 1988 RSI stated that 27 commercial vehicles per <br />day were using the facility. The January 1995 RSI states that 30-65 commercial vehicles per <br />day are now using the facility. This is an increase of over 100% in the number of vehicles <br />using the facility since 1988. The LEA proposes to refer the CEQA issue, including traffic <br />circulation, to the City of Stockton Community Development Department for their determination <br />as to whether or not CEQA review is needed for the facility's permit review.
