El Dorado Street <br />Stockton, Ca. 95202 <br />Re: Use Permit UP92-99 <br />Dear Mr. Martin, <br />STOCKTON SCAVENGERS ASSOCIATION <br />A WASTE MANAGEMENT COMPANY <br />1240 Navy Drive <br />Stockton, CA 95206 <br />(209)946-5721 <br />(209) 948-4013 Fax <br />Stockton Scavengers Association (SSA) respectfully requests a one-year extension for use permit <br />UP92-99 until June 10, 2006. <br />Our $6.0 million dollars of available capital in 2004 and an additional $1.04 million dollars in <br />2005 was used for the implementation of a fully automated three -cart system for the City of <br />Stockton. This program successfully incorporated containerized green waste and street sweeping <br />as additional services for the City. <br />The over $7.0 million dollar capital expense to initiate these programs thus far and the need to <br />evaluate and make some design changes to our Material Recovery Facility has lead us to request <br />this delay. We are currently reviewing the latest proposed State and Federal regulations as they <br />pertain to this project and have evaluated our first year results from our three -cart system. We <br />think it is prudent to analyze additional data from our collection program particularly in the areas <br />of transportation and processing through the end of this year. This will allow us to more <br />adequately review and make any necessary design modifications to this project. <br />By the end of this requested extension, Stockton Scavenger will have under contract a licensed <br />General Contractor to begin the infrastructure requirements as outlined in the UP92-99. <br />We look forward to your recommendation to the planning commission for an extension of this <br />use permit for an additional year.
