.�OVEMBER 20,2001 <br />8` Anon -going pest control service shall beimplemented and shall consist of placement of bait <br />ct2O-footintervals around the active perimeterofthe transfer station and at4O-hootintervals around the <br />perimeter ofthe remaining areas. These stations shall beinspected daily bvfacility personnel toinsure they <br />are in good working order and shall be inspected on a bi-monthly basis by a qualified pest control company. <br />Any damaged stations shall be replaced promptly and a monthly log of this maintenance (including activity) <br />shall be kept on-site for inspection. <br />B. Anodor neutralizing system shall be utilized, installed and maintained along the south and east ends ofthe <br />sorting area. Any chemicals used to neutralize odors shall be non-toxic and shall not be noxious or offensive <br />bopersons residing orworking inthe vicinity ofthe recycling facility. <br />10. Unless otherwise noted, no equipment activities connected with the business (inclusive oftrunk/tnaotor <br />operations) shall be allowed except during regular business hours as follows: 1) Monday through Friday from <br />11. The existing perimeter wall shall ba completely repaired, and/or replaced aonecessary, within three GA <br />months from the approval of this modified Use Permit. The wall shall be constructed of the same material and <br />shall be painted with graffiti -resistant paint to match throughout the site. |norder bzensure that recyclable <br />materials will not be visible from the public right-of-ways, no recyclable materials may be stacked higher than <br />the solid perimeter wall. <br />12. Annininnunn eightO8foothi hsdidvegetaUveaonsenahoUbe planted adjacent tothe exterior ofthe solid <br />perimeter wall tovisually obscure the wall and minimize the occurrence ofgraffiti. The vegetative screen shall <br />reach the minimum height within three (3) years of planting, be maintained in a healthy manner so as not to <br />become deteriorated and not overhang the public sidewalk. The maintenance ofthe vegetation shall remain <br />the sole responsibility mfthe property owner orouooegoorm-in'inbareat. <br />13. Alitter/dust barrier shall bainstalled toaheight notboexneedanovenaUheight of thirty (30) feet and not less <br />than eight (8) feet above the top of the existing perimetermxaU surrounding the sorting area. In addition, a <br />netting material shall be utilized to fully cover the top of the sorting area to prevent lightweight materials <br />(popor,plastic bags, eto)from leaving the site. These barriers shall beperiodically (at least weekly) washed <br />down to remove accumulated dust and other materials to prolong their effectiveness. The type and size of <br />the litter/dust barrier netting shall bosubject tothe approval ofthe Community Development Director, shall <br />be designed to effectively contain dust and litter on the site and shall be maintained by the property owner <br />or successors -in -interest. <br />14. Unless otherwise noted, nowaste gathered from restaurants or residential uaeo, particularly apartment <br />complexes, may beaccepted onto the site. These types offacilities generate putrefying wastes that create <br />odors known to be offensive to the average citizen. <br />15. Any recyclable items that may decompose and create odors when exposed to the elements (e.g., cardboard, <br />etc.) shall bestored within acompletely enclosed building. Recyclable metaro|o stored within monnnbstedv <br />enclosed structures may remain on-site for a period of time not to exceed six (6) weeks from the time they <br />are delivered tothe site. <br />10. Unless otherwise noted, all other recyclable items, with the exception of concrete, required bobestored within <br />a completely enclosed bui|ding, shall be removed from the site within forty-eight (4K8) hours of receipt. <br />Concrete shall be removed from the site within one week of receipt. <br />17. Unless otherwise noted, allnon-recyclable items shall be removed from the site the same business day that <br />they are received, with the following exception: ifnon-reoyolab|gn are received after p.rn., they must be <br />
