The permitted facility is surrounded by a combination of steel and <br /> chain link fencing and concrete block wall. The property is mostly paved with concrete <br /> except for two areas (western and eastern ends) . The eastern area is covered in chip <br /> seal. The floor of the tipping area is composed of concrete with steel reinforcing beams <br /> running longitudinally. waste is brought into the station by drop box or top loader. The <br /> waste is unloaded onto the uncovered tipping floor and pushed by a CAT front loader. Five <br /> or six workers pick through the dumped waste removing salvageable items (wood waste, <br /> cardboard or scrap metals) . The remaining waste is placed into a transfer trailer by a <br /> CAT loader for removal to Austin Road, North County or Foothill Landfills. East Stockton <br /> is open from 7 :30 AM to 5:00 PM, Monday through Friday and 8:00 AM to 12:00 PM on <br /> Saturday. The station is closed on Sundays. Although permitted to, East Stockton does <br /> not receive self hauled waste from the general public. <br /> COMMENTS: <br /> Area of Concern Personnel Health and Safety <br /> 14 CCR 5 17497 Safety Equipment <br /> Personnel are required to wear and use approved safety equipment as deemed necessary <br /> by the Enforcement Agency. An East Stockton Bobcat operator was not wearing a safety <br /> vest or hard hat while working in the tipping area as determined necessary by the <br /> Enforcement Agency. <br /> Section Supervisor__ Associate Waste Management Specialist_ <br />
